Dr. Milliken is a senior analyst at the Policy Research, Economics and Analytics unit, in the Strategic Policy Branch at Health Canada. Olga received her PhD in Economics from the University of Ottawa in 2008. She taught Health Economics and Public Economics at the University of Ottawa and at Carleton University. At the Public Health Agency of Canada, Olga provided analytical support to a study on the cost of health inequalities in Canada and supported the work of the WHO Collaborating Center on Chronic Diseases housed at the Agency via researching, advising, and writing on the economic impact of obesity.

At Health Canada, Olga led studies on the cost of chronic pain for the Canadian Pain Task Force and on mental health expenditures in Canada. During the COVID-19 pandemic she worked collaboratively on weekly reporting regarding hospital capacity across the country. Recently she has been researching impacts of mental health on the workforce and its projections for the next decade.
